These days, browsers are very favourable to HTTPS. Anything that is far from it is marked as unsafe by default.

As a user, I like it. SSL is a standard these days and such warnings are welcome.

It is ok. That will be a silly mistake from the webmaster side.
SSL is definitely a must have these days, and the fact that some sites still don't run SSL is alarming. I mean, LetsEncrypt lets you have SSL for free! There's no excuse in this day and age for not having SSL, that is purely the webmaster's own negligence if it's not in place.

There is more than one provider which gives free SSL. If I remember correctly, Cloudflare had a similar service. But it was in some way inferior to what Let'sEncrypt is offering.
Yes, Cloudflare offers free SSL. I think it's still recommended to use a service like Let's Encrypt to generate your own SSL certificate, though.
