Is there really such a thing as unlimited storage and bandwidth?
I know that hosts will sometimes advertise "unlimited" storage/bandwidth, but they will find other ways to penalize people for utilizing too many resources like CPU usage.

This is very true. But some hosts are very clear about this. Some have shady terms and conditions.
To be honest, it is unwise to assume that we get unlimited anything if we are not paying for it. There may be exceptions, but no one is going to give us anything for free if they can manage.
There is no such thing as unlimited, go get a host and load up the hard drive and see what happens.

When I was doing the shared hosting thing the few that I had would email me when I loaded up the drive with maps for games stating hey you are up to your limit? the only response I got was - It's unlimited to a reasonable amount.

Expected. I would say that they are nice. Some of them suspend our account first and then send emails.
Obvious. Not valid legally but these companies know how to play it. After all, they are not going to make other users suffer for a single client. Shared hosting is a lot of balance and a lot of money as well.
