Have you created HTML templates on your own ? How was the experience ? Did you use any framework ?
I prefer to create HTML pages + CSS by hand. I use Glitch for live-previews. I try to stay as vanilla as possible - no Bootstrap or anything like that, just me, HTML and CSS. I haven't created serious templates yet though, and I know it's not a very professional way but I hope to create better and more templates in the future.

I know someone who do this professionally. Saw a couple of his work, he is more of an artist than a coder.

Personal use, using developer tools to view and modify the look to adapt the layout best for every page. But that is more like a hobby.
